OPW - Nov 3 - Irena and I were in Dubai for a few days so we thought we'd see which dating sites were blocked and which made it past government filtering. Specifically any 'Internet Content that contradicts the ethics and morals of the UAE including Nudity and Dating' get blocked. iDating doesn't fit the religion and culture of UAE. Matrimonials sites, on the other hand, are ok.
Match, Plentyoffish and OKCupid were blocked. I thought World Singles Arablounge.com might make the cut, but no. It was blocked. China dating sites Zhenai, Baihe and Jiayuan were all blocked as well. We got through to Facebook and thought we'd have more luck with people discovery services. Badoo was blocked but Tagged and Meetme were ok. Matrimonials sites made the cut. Shaadi, Bharat Matrimony and Jeevansathi were all available in Dubai. We were especially pleased that Online Personals Watch and Social Networking Watch were available as well. Of course, as soon as I fired up my VPN I could get to everything. Dubai Internet City also enjoys open access and alternative ISP Du is more lenient than Etisalat. BEIRUT (Reuters) - International peace envoy Lakhdar Brahimi appealed to Iran to help arrange a ceasefire in Syria during the Islamic holiday of Eid al-Adha as rebels and government forces fought street by street and village by village on Monday.
Brahimi made the request in talks with Iranian leaders on Sunday in Tehran, Syrian President Bashar al-Assad's closest regional ally in his campaign to crush a 19-month-old uprising.
The veteran Algerian diplomat said the civil war in Syria was getting worse by the day and stressed the urgent need to stop the bloodshed, his spokesman said on Monday.
He suggested the truce be held during the Eid holiday, which starts around October 25 and lasts several days. It would "help create an environment that would allow a political process to develop".
There was no immediate response from either side and with fighting raging on Monday in several Syrian cities and in the countryside, it was not clear if they would want to put the brakes on any battlefield advantages.
A ceasefire brokered by Brahimi's predecessor Kofi Annan in April fell apart after a few days and Annan later quit his job in frustration.
A senior United Nations political official, briefing the Security Council in New York, said that for any ceasefire to succeed, "this must be a collective effort by all inside Syria, in the region and beyond".
The official, Jeffrey Feltman, said all governments should stop supplying weapons and giving military assistance to any side in the conflict.
"Human rights abuses, including arbitrary detentions, torture and summary executions continue unabated. The voices of the peaceful protests that emerged so proudly last year have receded in the tremor of fighting," he said.
The conflict has claimed more than 30,000 lives since March 2011, when demonstrations first broke out calling for an end to the Assad family's dynastic rule.
The Syrian Observatory for Human Rights said 50 people had been killed across the country so far on Monday, nearly half of them soldiers. That followed a death toll of 170 on Sunday.
ALEPPO STREET-FIGHTING
The pro-opposition Observatory said two rebel-held districts in northeast Aleppo, al-Shaar and Karm al-Jabal, came under heavy bombardment from Assad's forces on Monday. It also reported clashes in the district of Jdeideh, just north of the ancient citadel in Syria's biggest city.
Syrian television showed footage of soldiers inside Aleppo's Great Mosque, which dates back to the 8th century and was badly damaged in fighting between government forces and rebels battling for control of the Old City.
The mosque's medieval arches were charred, its elaborate wooden panels smashed and metal filigree lanterns lay broken in the courtyard. The sound of nearby gunfire could be heard.
In northwestern Idlib province, government warplanes bombed several towns on Monday, the Observatory said.
Rebels had surrounded an army garrison on Sunday close to a northwestern town in the latest push to seize more territory near the border with Turkey, opposition activists said.
Several hundred soldiers were trapped in the siege of a base in Urum al-Sughra, on the main road between Aleppo, Syria's commercial and industrial hub, and Turkey.
"Rebels attacked an armored column sent from Aleppo to rescue the 46th Regiment at Urum al-Sughra and stopped it in its tracks," Firas Fuleifel, one of the activists, told Reuters by phone from Idlib province, the main base and supply route for the insurgents fighting in Aleppo.
He said a jet was shot down while trying to provide air support to the column.
On the border with Turkey's Hatay province, the rebels appeared to have a tentative hold after four days of heavy fighting in the town of Azmarin and surrounding villages.
Giving an overview of the military situation, analyst Shashank Joshi of the Royal United Services Institute in London said the rebels, boosted by weapons from Gulf States and gaining in fighting skills, were possibly doing better. Assad's forces were increasingly stretched and taking more casualties.
On the other hand, opposition forces have not coalesced and formed a reliable chain of command connecting local groups.
"So even if government forces are losing their grip, what is taking over is many opposition groups," Joshi told Reuters. "I am less confident of regime collapse within six months than I was in July."
The rebels have made ground in Aleppo but not as much as they would have liked and at much higher cost, he said.
It would be important if the rebels are able to maintain their block of the north-south highway between Damascus and Aleppo but the lack of cover on the roads make them vulnerable to air strikes, he said.
If they can hold the road, the government's helicopter fleet would be strained as it would be diverted from an attack role by the need to resupply stranded towns.
TURKEY GAME-CHANGER
The "game-changer" could be Turkey, once an ally of Assad and now a leader in international calls for him to quit, Joshi said.
Turkey's confrontation with Syria deepened in the past two weeks because of cross-border shelling and escalated on October 10 when Ankara forced down a Syrian airliner en route from Moscow, accusing it of carrying Russian munitions for Assad's military.
Ankara said in on Sunday it had closed Turkish air space to Syrian planes. Damascus also banned Turkish planes from flying over its territory.
Russia has said there were no weapons on the grounded plane and that it was carrying a non-legal cargo of radar. But it acted to cool friction with Ankara - Foreign Minister Sergei Lavrov said the incident would not hurt "solid" relations.
After meeting mediator Brahimi, Iranian Foreign Minister Ali Salehi said Iran was ready to work with him for peace and repeated Tehran's call for an immediate ceasefire before reforms and elections to resolve the conflict.
"We all need to join hands so that this conflict comes to a halt and further bloodshed is stopped," Salehi said.
Shi'ite Iran is the main ally in the region of Assad, who is a member of the Alawite sect, an offshoot of Shi'ite Islam.
The uprising has been led by the Sunni Muslim majority and is backed by Sunni-ruled Arab states and by Turkey, also led by a party with its roots in Sunni Islamist politics.
Turkey's disaster management agency said on Monday the number of Syrian refugees housed in camps in southern Turkey has exceeded 100,000, reaching the limits of its ability to cope.
Two other Syrian neighbors, Lebanon and Jordan, are sheltering 94,000 and 106,000 refugees respectively, according to the United Nations refugee agency.

Today: Apple's (AAPL) influence on the economy showed up as September's retail sales increased more than expected thanks to iPhone 5 sales. Also: Wall Street reacts positively to economic news, Yahoo (YHOO) looks to Google (GOOG) for another executive.
Apple sales help boost retail numbers for month of September
Apple's outsize presence on Wall Street has been well-chronicled, as the movement of shares in the most valuable U.S. company can sway two of the three major indexes on Wall Street. Monday's federal retail sales report reminded onlookers that the Cupertino company's performance could have just as large an effect on the entire U.S. economy.
The Commerce Department reported Monday that retail sales grew by 1.1 percent in September, easily outpacing economists' prediction of growth of 0.7 percent to 0.9 percent. the push was driven by a 4.5 percent increase
in sales at electronics retailers, gains that economists attributed to the late-September release of Apple's newest smartphone."Although we don't get a breakdown of the data by specific electronic goods, the jump in sales is probably due to the September 21 release of the iPhone 5," BNP Paribas economist Jeremy Lawson wrote in a report.
Apple sold 5 million iPhone 5 units in the first three days of availability, a record weekend that many experts expected to be even better. The company has reportedly had issues producing enough smartphones to satisfy the huge demand.
A boost in retail sales after the launch of a new iPhone is nothing new, nor truly unexpected: The Wall Street Journal's Spencer Jakab predicted that retail sales would beat expectations thanks to a new iPhone, pointing out that retail sales were high after previous iterations of the popular smartphone hit the market.
In fact, experts expect an economic boost in the U.S. from Apple beyond just retail sales. The Federal Reserve reported that air cargo companies received a boost from flying the precious devices across the globe, and J.P. Morgan chief economist Michael Feroli predicted in September that the iPhone 5 would boost fourth-quarter growth in U.S. gross domestic product by an annualized quarter-to-half percentage point.
"Calculated using the so-called retail control method, sales of iPhone 5 could boost annualized GDP growth by $3.2 billion, or $12.8 billion at an annual rate," Feroli wrote.
Of course, the iPhone was not the only driver for increased consumer spending in September -- an analysis by Millan Mulraine of TD Securities showed that growth would have still been about 0.7 percent with it. Not all the other growth was positive, as Americans spent more on necessities like gas and food, worrisome signs of inflation.
However, most economists believed the end result provided strong momentum for the economy.
"The improvement in spending was more than an iPhone 5 sugar high," Mulraine told the Journal. "Overall, this was a very strong report and the buoyancy in household spending is consistent with the improving tone seen in consumer confidence in recent months."
Apple stock, struggling since the opening weekend of iPhone sales failed to match analysts' forecasts, increased 0.8 percent to $634.76.
Stocks gain on retail news, Dow has best day in a month
The good economic news pushed stocks to a positive day, as the Dow Jones had its biggest increase in a month thanks to growth from retailers and banks.
While retailers' stocks benefited nearly across the board -- for instance, Pleasanton-based Ross increased 0.9 percent and San Francisco's The Gap grew 0.5 percent -- banks received a bigger boost from strong earnings from Citigroup. Citigroup increased 5.5 percent, Goldman Sachs grew 3.6 percent and Bank of America moved up 3.5 percent.
In Silicon Valley, Intel (INTC) increased 1.2 percent one day ahead of its earnings report, which arrives as doom and gloom settles over the personal computer industry. PC companies also managed gains, with Hewlett-Packard (HPQ) advancing 0.4 percent and Microsoft increasing 1.1 percent as it announced a new streaming music service. Microsoft's announcement was not a boon for Oakland's Pandora online radio service, which dropped 3.1 percent Monday.
Workday, the Pleasanton cloud software company that debuted on Wall Street with an incredible pop Friday, kept moving higher Monday, closing with a 6.7 percent gain at $51.94 after selling IPO stock at $28. Other stocks that recently went public moved h higher as well, with Splunk gaining 2.9 percent and Palo Alto Networks increasing 4.1 percent.
Overall, all three major U.S. indexes gained between 0.6 percent and 0.8 percent Monday, while the SV150 index of Silicon Valley largest tech companies grew by 0.6 percent.
Yahoo CEO Marissa Mayer looks to former employer for COO
Yahoo CEO Marissa Mayer's vision for Yahoo apparently includes enough Googlers to change the name to Yahoogle: The former Google executive poached a new chief operating officer from her former company Monday, hiring the man who helped Google overtake Yahoo in display advertising.
Senior Google advertising executive Henrique de Castro received a large pay package to join Mayer at Yahoo -- he will be eligible for stock and options valued at $56 million, in addition to a $600,000 annual salary, a potential bonus of $540,000 and a $1 million cash bonus, according to a regulatory filing. De Castro, 47, has been at Google since 2006 and Mayer described him as "an incredibly accomplished and rigorous business leader" in Monday's new release.
Another former Google exec -- Michael Barrett -- signed on to come to Yahoo in the revenue field under interim CEO Ross Levinsohn, whom Mayer replaced. The two would work closely together, though AllThingsD reporter Kara Swisher said Monday that they did not get along well while in Mountain View.
Monday was Mayer's first day back in the office since giving birth to her first child about two weeks ago, and she made a big splash after the bell with the announced hire. While Yahoo fell 1.3 percent to $15.68 in regular trading, it bounced back by 0.5 percent in after-hours trading.

Things got a little bleak for a while after the Bills lost running back C.J. Spiller to a left shoulder injury, but the team was able to recover in time to take a 24-14 victory in Cleveland.
The Browns outscored the Bills 14-3 over the second and third quarters, closing a big early Buffalo lead to a slim 17-14 gap. The Bills were able to rebound with a 68-yard drive in the fourth that ended with a Stevie Johnson touchdown catch. Tashard Choice, who replaced Spiller, had a 22-yard run to set up that score and Choice provided strong work over the course of the game in place of Spiller. Choice finished with 91 yards on 20 carries for the day, an effective performance that helped the Bills hold on for the win that bumps them up to a 2-1 record.
It wasn?t a particularly pretty performance overall for the Bills offense, but they did put up 10 points in the second half after losing Spiller and the electricity he brings to the offense. Ryan Fitzpatrick could have been better, but he didn?t turn the ball over in the second half and hand the Browns an easier shot at winning than they could come up with on their own.
Cleveland?s comeback efforts would have been helped by a more consistent performance by their starting quarterback. Brandon Weeden had some strong moments, particularly while going 8-of-12 for 75 yards on the drive that brought the team back within a field goal. He wound up 27-of-43, though, and threw two late interceptions that killed any chance of the Browns making a second bid to move on top of the Bills.
Trent Richardson can only aspire to erratic, though. He picked up just 27 yards on 12 carries as he started very slowly and never really picked up as the game went along because of the score and the Buffalo defense. The Bills unit closed well with the picks and four sacks of Weeden to go with the strong work against the run. It?s two strong efforts in a row for that unit after a rough start against the Jets.
They survived without him today, but Spiller?s status will be a key for the Bills going forward. The offense needs a playmaker of his ability when matched with better opposition than they had on Sunday.

Ever since the bootloader of the Galaxy S III for Verizon Wireless was cracked wide open, there's much less of a clamor for the Developer Edition of the handset from Samsung. That said, the unsubsidized smartphone is now available to purchase -- for backorder, anyway -- directly from the manufacturer, which gives all owners the ability to easily unlock the phone's bootloader and thus delight in the world of custom ROMs. As of now, only the Pebble Blue variant is available, but purchasers may choose from the 16GB ($600) or 32GB ($650) versions. We still maintain that Verizon Wireless gave its subscribers a pretty raw deal with the Galaxy S III, as all other carriers left it to the owner's discretion of whether to unlock their phone's bootloader. We wouldn't expect Big Red to change its tune any time soon, but you can take solace knowing that the hacking community and manufacturers have your back.

?You left California? for Ohio?!? is the number one question I?ve been asked since arriving in Ohio three short weeks ago. It?s true, California is an amazing place- wonderful weather, beautiful scenery, and of course my incredible family and friends. But Ohio offered me something I couldn?t find in California.
I graduated from UCLA in June 2011 with a BA in International Development Studies and little intention of going to graduate school (at least not right away). Unfortunately the ?real world? had other plans. I soon realized that a graduate degree and a bit more time to get some relevant career experience could make me a much more desirable employee. I began my search for a graduate program with Ohio State because it is the only university outside of CA to which I had any connection- a good friend attended OSU for undergrad and I visited during Fall 2010. Still, I didn?t want to put all my eggs in one basket so? I applied to three other universities as well.
When decisions rolled in I learned I had been accepted to all four of the universities to which I had applied! But, that meant I had a TOUGH decision ahead of me. I decided to take a trip to three of the four schools to determine which might be the best fit. I met wonderful people and saw exceptional programs in Texas, Indiana, and Ohio. But, as I mentioned, Fisher was where I began my search for a graduate degree program and Ohio State already held a special place in my heart.
The personal connection I already felt intensified during my visit to Fisher. Each person I came in to contact with was so warm and welcoming. It was clear that Fisher is a supportive and collaborative environment- something I intended to find in a graduate program. Throughout the visit Fisher staff, students, and faculty shared their passion for the program and the university with me. They showed me that despite the massive size of Ohio State, at Fisher you are not a number. Fisher cares about each individual and provides them with the education and resources to succeed in their chosen field.
As I prepared to move 2300 miles away from my home and family, I looked forward to finding a new family and home away from home at Fisher. And I am already well on my way. There is no doubt in my mind that leaving CA was a great decision! And hey, I can always go back in two years.

The International Convention of Allied Sportfishing Trades (ICAST), the largest sport-fishing industry tradeshow in the world, was in Orlando last month.
It was an ideal venue for Florida Fish and Wildlife Conservation Commission (FWC) staff to highlight the 75th anniversary of the Wildlife and Sport Fish Restoration programs and explain how funds from the Sport Fish Restoration (SFR) part of the program enhance Florida?s recreational fishing and boating industries. Those industries respectively generate economic impacts of $8 billion and $17 billion and provide nearly 300,000 Floridians with employment.

Those funds, combined with fishing license revenues, help support future fishing and boating opportunities, including FWC programs such as habitat enhancement, fish stocking, building boat ramps and artificial reefs, and youth fishing programs.
Tom Champeau, director of the FWC?s Division of Freshwater Fisheries Management, used a press conference at ICAST to provide an update on TrophyCatch (TrophyCatchFlorida.com). TrophyCatch is the latest federal-state-industry partnership to be partially funded by SFR and largely supported by industry sponsorships and donations to promote catch-and-release of Florida?s trophy largemouth bass.
The TrophyCatch program rewards anglers who catch-and-release largemouth bass greater than 8 pounds. Anglers will be encouraged to follow catch-and-release guidelines for bass weighing 8 to 12.9 pounds and to document the catch with a length, weight and series of photos prior to release. A more thorough certification process will be established regarding Hall-of-Fame bass.
By documenting and publicizing catches of trophy bass, Florida?s bass fisheries will attain even greater prominence. Other catch data helps biologists improve trophy-bass management via habitat enhancement, regulation management, stocking and other proven means that also foster a strong conservation ethic.

This year?s presentation was especially meaningful, since it was the first since Homer Circle died in June. Just five days before he died, even at age 97, he was pursuing his passion by fishing central Florida?s famed bass fisheries.
Known to anglers and would-be anglers alike as Uncle Homer, his renown as a writer began in 1964 when he started selling stories to Sports Afield. His understanding of the piscatorial arts, acumen and prose garnered him the role of angling editor, which he held for 36 years. His column, ?Ask Uncle Homer? in BassMaster Magazine was a classic.
Circle earned ASA?s Lifetime Achievement Award in 1996, and is a member of the Fresh Water Fishing Hall of Fame, the Bass Fishing Hall of Fame and the International Game Fishing Hall of Fame. On Sunday morning, July 21, I faced a room of people from families with Leber congenital amaurosis (LCA), an inherited blindness caused by mutations in any of at least 18 genes. But I zapped through that quickly, because the future is much more intriguing.
The excitement pervading the room that day was palpable, following a day of scientific updates, and not only because those with young children were soon to visit Sesame World and the sights of Philadelphia.
Jennifer and Troy Stevens exemplified that hope. Two years earlier, at this conference, they?d learned that researchers had been unable to identify a mutation behind their toddler Gavin?s blindness. Now they know the name of their gene: NMNAT1. I?ll return to their story.
The star of the 2010 conference had been 10-year-old Corey Haas and an energetic young sheepdog, both cured of LCA with gene therapy. This weekend, the stars were the new programs and technologies that would allow other families to join Corey?s ? and not just those with blindness.
The rare disease community in the US collectively belies its name: at least 30 million people suffer from 7,000+ diseases, many so rare that they hover beneath the radar of big pharma. But maybe not for long, thanks to the following recent reasons to cheer:
#1: GENE THERAPY PENDING APPROVAL
On July 20, the European Medicines Agency (EMA) announced impending first approval of a gene therapy in the western world.
It?s for lipoprotein lipase deficiency (LPLD). The enzyme normally breaks down tiny triglyceride-packed globules called chylomicrons, and its absence causes episodes of very painful pancreatitis that can be fatal. LPLD is an ultra-rare disease, striking 1-2 people per million. And the only treatment is a diet so low in fat that most patients can?t stick to it.
The gene therapy, Glybera, consists of adeno-associated virus type 1 delivering an overactive variant of the LPL gene, injected into a leg muscle during a single day. But not many people have had it.
The research team, led by Daniel Gaudet, MD, PhD, a professor of medicine at the University of Montreal, with colleagues from Amsterdam Molecular Therapeutics (recently replaced by privately-held UniQure), reported a two-year follow-up of 14 adult patients receiving 100 billion to 1 trillion viruses. And it seems to have worked, depending upon how one assesses success.
?The triglycerides dropped, but after 60 days they trended back up. The primary endpoint had failed, but the secondary endpoint was recurring episodes of pancreatitis ? and they found a statistically significant, or close to it, decrease,? explained James Wilson, MD, PhD, editor-in-chief of Human Gene Therapy and professor of pathology and laboratory medicine at the University of Pennsylvania, who developed the vector. Tracking a few more patients, work not yet published, may have led the EMA?s Committee for Medicinal Products for Human Use to finally recommend approval, after three rejections.
Tomas Salmonson, MD, acting chair of the committee, points to the new data as well as restricting use to the sickest patients in pushing the gene therapy forward. ?Our established ways of assessing the benefits and risks of Glybera were challenged by the extreme rarity of the condition and also by uncertainties associated with data provided.?
For the additional study, the researchers looked at what was happening in the chylomicrons in the blood, and found that triglyceride level can fluctuate, contrary to assumptions of steady change. And that means something is happening that might explain the decrease in the painful episodes ? a very real measurement. Dr. Wilson agrees. The repercussions won?t be at the FDA, where scientists make decisions based on data, he said, but on the willingness of big pharma to invest in gene therapy. Despite recent successes ? LCA2, hemophilia, adrenoleukodystrophy ? the pharmaceutical industry has been hesitant to fund gene therapy because it has lacked an approval. ?So-called regulatory uncertainty has been the biggest problem, and if there?s no precedent, they can continue to say no. Biopharma is not interested in the ultra orphans. But I have a feeling we?ll be seeing some activity,? he added.
#2: FINDING HOMES FOR STALLED DRUGS
By August 14, researchers can submit pre-applications to the National Center for Advancing Translational Sciences (NCATS) Discovering New Therapeutic Uses for Existing Molecules program. The idea is simple yet brilliant: match compounds that are languishing on company shelves to diseases with newly-discovered mechanisms. Such candidate drugs have passed initial safety tests but were dropped for business reasons, such as a tiny market, or because they didn?t treat what they were intended to.
Since the announcement in June, eight industry leaders have signed on, offering an initial 58 compounds to find new therapeutic homes. And the need is compelling: of the 4,500+ diseases with recently-revealed mechanisms, only about 250 have treatments. ?If researchers funded through this effort can demonstrate new uses for the compounds, they could significantly reduce the amount of time it takes to get a treatment to patients in need,? said Kathy L. Hudson, PhD, NCATS acting deputy director.

#3: SPEEDING FDA APPROVAL
On July 9, President Obama signed into law the FDA Safety and Innovation Act, which updates the 1983 Orphan Drug Act. Saltonstall, president and CEO of the National Organization for Rare Disorders (NORD), which was critical in developing both acts.
The Act may be a lifesaver for people such as 8-year-old Hannah Sames, one of 54 people in the world known to have giant axonal neuropathy. The gene therapy trial that she will take part in is nearing phase 1, but the sponsoring not-for-profit, Hannah?s Hope Fund, is about to run out of money.
#4: EASING INSURANCE ACCESS
When the Supreme Court upheld the Affordable Care Act on June 28, I scrolled through the relieved statements from various rare disease organizations. Yet none named the gene or its precise function ? the part I?m most interested in.
In contrast to the incomplete Maya story, when John Chiang, PhD, director of the Molecular Diagnostics Laboratory at the Casey Eye Institute in Portland, Oregon told me he?d discovered Gavin Stevens? mutation among nearly 2,500 gene variants in the blind boy?s exome, he asked that I not report it. That was 8 months ago ? the mutation is unveiled in a quartet of papers in the current Nature Genetics, after something of a turf war among four research groups.
Gavin?s parents had heard about Dr. Chiang at the Foundation for Retinal Research meeting two years ago, where Jennifer had called him, distraught, after learning that single-gene tests couldn?t explain their son?s blindness. Dr. Chiang, who described his skill as ?I do the dirty work, I find the mutations,? had helped several families after existing tests had fruitlessly, but expensively, probed the most common parts of only the most common genes. Dr. Chiang had first developed larger gene testing panels, and when those still didn?t identify some families? mutations, quietly sent their DNA off to the Beijing Genome Institute for whole exome sequencing.
Now that exome sequencing is commercially available in the U.S., Dr. Chiang cautions that it still doesn?t help all families, and that costs can greatly exceed the oft-mentioned $1,000 pricetag when considering analysis. ?I would only recommend it as the last resort when all known genes are ruled out,? he advised.

Mitt Romney would respect an Israeli decision to make a unilateral military strike against Iran aimed at preventing Tehran from obtaining nuclear capability, a top foreign policy adviser said Sunday as he outlined the aggressive posture the Republican presidential candidate will take toward Iran in a speech in Israel later in the day.
Romney has said he has a "zero tolerance" policy toward Iran obtaining the capability to build a nuclear weapon.
"If Israel has to take action on its own, in order to stop Iran from developing the capability, the governor would respect that decision," foreign policy adviser Dan Senor told reporters ahead of the speech, planned for late Sunday near Jerusalem's Old City.
Senor said Romney is careful to note the governor believes preventing nuclear "capability" ? not just a nuclear weapon ? is critical.
He later clarified his comments in a written statement, saying: "Gov. Romney believes we should employ any and all measures to dissuade the Iranian regime from its nuclear course, and it is his fervent hope that diplomatic and economic measures will do so. In the final analysis, of course, no option should be excluded."
Democratic U.S. President Barack Obama has also affirmed the right of Israel to defend itself, but in contrast to Romney, Obama has warned of the consequences of an Israeli strike on Iran.
"Already, there is too much loose talk of war," Obama told the American Israel Public Affairs Committee in March. "Now is the time to let our increased pressure sink in and to sustain the broad international coalition we have built."
Pentagon officials have spoken publicly about the difficulty of such a strike and American officials have expressed concern about the destabilizing effect such military action could have in the region, even if carried out successfully.
Romney, like Obama, believes the option of a U.S. attack should also be "on the table." He has said he will do "the opposite" of what Obama would do in his approach to Israel.
"Make no mistake: the ayatollahs in Tehran are testing our moral defenses. They want to know who will object, and who will look the other way," Romney plans to say later Sunday in a speech in Jerusalem. "My message to the people of Israel and the leaders of Iran is one and the same: I will not look away; and neither will my country."
The Obama administration hasn't ruled out the military option, but Obama has so far been relying on economic sanctions and diplomatic negotiations to discourage Iran from building a nuclear bomb.
For its part, Iran says it is not interested in nuclear weapons and its nuclear program is for peaceful, civilian purposes.
The Israelis are considering a strike because they fear Iran could be moving its nuclear enrichment sites further underground, out of reach of the weapons Israel has available.
Israeli Prime Minister Benjamin Netanyahu on Sunday welcomed Romney as "a representative of the United States" and told the Republican presidential candidate he agrees with his approach to the threat of a nuclear Iran.
Netanyahu said he listened to Romney's speech in Reno, Nev., where the likely GOP nominee said that Iran possessing nuclear capability is the greatest danger facing the world.
"Mitt, I couldn't agree with you more," Netanyahu told Romney.
"We have to be honest and say that all the sanctions and diplomacy so far have not set back the Iranian program by one iota. And that's why I believe that we need a strong and credible military threat coupled with the sanctions to have a chance to change that situation," Netanyahu said.
Romney's verbal support for unilateral Israeli military action represents a break from Obama administration policy.
Iran's nuclear program has become the most pressing problem for the U.S. and Israel and Republicans have consistently criticized Obama for putting too much pressure on Israel in the peace process and being too weak on Iran.
Obama rejects the criticism, and his aides point to what they call unprecedented U.S.-Israeli security cooperation.

Over the course of the day, Romney will confront some of the world's most difficult peace and security challenges as he looks to demonstrate to Jewish and evangelical voters back home that he's a better friend to Israel than Obama.

Mindful of polls back home that show a tight presidential contest, the former one-term Massachusetts governor is looking to burnish his foreign policy credentials and prove his mettle as a possible commander in chief.
The trip is a chance for Romney to draw implicit contrasts with Obama and demonstrate how he would lead America on the world stage.
But Romney arrived in Jerusalem Saturday night after a difficult few days in Britain, where he made the mistake of criticizing the country's Olympic Games and raised the hackles of his hosts. The gaffe undermined the stated goal of his weeklong journey through Britain, Israel and Poland: emphasizing America's ties with longstanding allies.
Romney has pledged not to criticize Obama while on foreign soil, honoring longstanding American tradition of leaving politics at the water's edge. But his aide's announcement of Romney's willingness to express support for an Israeli strike while in Jerusalem represents an effort to contrast the two presidential opponents.
In addition to Netanyahu, Romney met with other Israeli officials and will also sit down with Palestinian Prime Minister Salam Fayyad.
"Like you we are very concerned about the development of nuclear capabilities on the part of Iran and feel it is unacceptable for Iran to become a nuclear armed nation," Romney said at a meeting with Israeli President Shimon Peres. "The threat it would pose to Israel, the region and the world is incomparable and unacceptable."
Romney planned to spend the evening dining at Netanyahu's home ? the Israeli leader invited Romney and his wife to break the fast for the Jewish holiday Tisha B'Av. The holy day, celebrated Sunday, commemorates the destruction of two temples in Jerusalem.
Romney and Netanyahu have known each other since both were young businessmen at Boston Consulting Group in the 1970s.
While Romney is left to implicit contrasts with his Democratic opponent, Obama has been focusing on Israel, signing legislation on Friday increasing military and civilian ties between the U.S. and Israel. And he authorized the release of an additional $70 million in military aid for Israel, a previously announced move that appeared timed to Romney's trip.
