Consumer Alert: McAfee Finds One in Every Six Personal ...

Lack of consumer PC protection is a global problem. McAfee, the world?s
largest dedicated security technology company, today reveals shocking
findings from a global study
set out to determine the percentage of personal computer owners without
any working protection. In a study that analyzed data from voluntary
scans from an average of 27-28 million computers per month, McAfee
researchers found 17% of the world is browsing the internet completely
unprotected.(1) Out of the 24 participating countries, the
United States landed in the top 5 least protected.

Browsing the internet on an exposed computer not only increases the risk
of identity theft and data loss, but it can contribute to the spread of

Deals with banks stack fees on college students

WASHINGTON (AP) ? It took Mario Parker-Milligan less than a semester to decide that he was paying too many fees to Higher One, the company hired by his college to pay out students' financial aid on debit cards.

Four years after he opted out, his classmates still face more than a dozen fees ? for replacement cards, for using the cards as all-purpose debit cards, for using an ATM other than the two on-campus kiosks owned by Higher One.

"They sold it as a faster, cheaper way for the college to get students their money," said Parker-Milligan, 23, student body president at Lane Community College in Eugene, Ore. "It may be cheaper for the college, but it's not cheaper for the students."

As many as 900 colleges are pushing students into using payment cards that carry hefty costs, sometimes even to get to their financial aid money, according to a report to be released Wednesday by a public interest group.

Colleges and banks rake in millions from the fees, often through secretive deals and sometimes in apparent violation of federal law, according to the report, an early copy of which was obtained by The Associated Press.

More than two out of five U.S. higher-education students ? more than 9 million people ? attend schools that have deals with financial companies, says the report, written by the U.S. Public Interest Research Group Higher Education Fund.

The fees add to the mountain of debt many students already take on to get a diploma. U.S. student debt tops $1 trillion, according to the Consumer Financial Protection Bureau.

Student loans have surpassed credit cards as the biggest source of unsecured debt in America, according to the CFPB, which regulates cards and private student lenders.

Among the fees charged by Higher One, according to its website, is a $50 "lack of documentation fee" for students who fail to submit certain paperwork. The U.S. Department of Education called the charging of such fees "unallowable" in guidance to financial aid officers issued last month.

Higher One founder and Chief Operating Officer Miles Lasater said in an email that the company takes compliance with the government's rules "very seriously," and officially swears that to the government each year.

"We are committed to providing good value accounts that are designed for college students," he said, and students must review the company's fee list when they sign up for an account. He cited a study commissioned by Higher One that declared Higher One "a low-cost provider for this market." The same study found that the median fees charged to the 2 million students with Higher One accounts totaled $49 annually.

Among the fees charged to students who open Higher One accounts: $50 if an account is overdrawn for more than 45 days, $10 per month if the student stops using his account for six months, $29 to $38 for overdrawing an account with a recurring bill payment and 50 cents to use a PIN instead of a signature system at a retail store.

Higher One has agreements with 520 campuses that enroll more than 4.3 million students, about one-fifth of the students enrolled in college nationwide, according to public filings and the U.S. PIRG report. Wells Fargo and US Bank combined have deals with schools that enroll 3.7 million, the report says.

Lane Community College's president, Mary Spilde, said in an interview that the real problem is a "lack of adequate public funding," which forces students to seek financial aid and colleges to find ways to cut costs.

"Many institutions are looking at ways to streamline and to do things that we're good at, which is education and learning, and not banking," Spilde said.

Programs like Higher One's shift the cost of handing out financial aid money from universities, which no longer have to print and mail checks, to fee-paying students, said Rich Williams, the report's lead author.

"For decades, student aid was distributed without fees," Williams said. "Now bank middlemen are making out like bandits using campus cards to siphon off millions of student aid dollars."

Students can opt out of the programs and choose direct deposit or paper checks to receive their college aid, but relatively few do. The cards and accounts are marketed aggressively using college letterhead and websites carrying the endorsement of colleges. Higher One also warns students that it will take extra days if they choose direct deposit or a paper check.

In the end, students feel locked into accounts before they have a chance to shop for a better deal, Parker-Milligan said.

He said that's especially tough for poor students who rely on food stamps and other social services. Those students budget down to the penny, and don't plan on paying a fee when Higher One's ATM runs out of cash, he said.

Offerings by financial companies vary by campus. Some issue checking accounts with debit cards. Others offer prepaid debit cards, which are similar to bank debit cards but can carry higher fees and offer fewer consumer protections.

Often, students' campus ID cards double as payment cards. At the University of Minnesota, TCF Bank issues cards that serve as school IDs, ATM and debit cards, library cards, security cards, health care cards, phone cards, and stored-value cards for vending machines, the report said. TCF also has branches on campus and 25-year naming rights to the football stadium. Its cards charge similar fees, the report says.

Having such visibility on campus is a big benefit for banks seeking exclusive access to an untapped group of potential customers. Many banks are willing to pay universities for the privilege.

Under its contract with Huntington Bank, Ohio State University will receive $25 million over 15 years, plus a sweetener of $100 million in loans and investments for the neighborhoods around campus, the report said. Florida State receives a portion of every ATM fee paid by a student, it says.

It's difficult to get a full picture of how much money the schools are getting because most of them refuse to release their contracts with banks. Only a handful were available to the authors of the report.

Ohio State and Florida State did not immediately respond to requests for comment. The National Association of College and University Business Officers, a trade group involved in the issue, did not respond to multiple requests for comment.

Lane Community College receives no payments under its contract with Higher One, Spilde said. Lasiter said Higher One does not "offer revenue sharing" to colleges that it partners with. However, Higher One does pay some universities under existing contracts, according to the U.S. PIRG report.

Campus card deals have become more popular in part because of recent legal changes that cut into the profits banks can generate from students.

A 2009 law banned credit cards given to students who had no way of repaying. It forced colleges to disclose deals with credit card companies and stopped some forms of marketing, such as offering students free gifts in exchange for obtaining a credit card.

Until recently, banks also made a lot more money from student loans. They extended federal aid to students, and also offered confusingly similar, higher-cost private loans alongside the government programs. Congress cut them out of the equation in 2010.

Neither change affected debit cards. As the recession forced states to slash higher education budgets, companies such as Higher One, Wells Fargo and US Bank approached colleges with an attractive proposition: The companies would assume the cost and hassle of handing out student aid funds, often paying for the privilege.

Toting infants and toddlers can be a hassle, especially when navigating stairs and crumbling sidewalks with the kangaroo-pouch-on-wheels known as the stroller.?

Thankfully, some parents of today and tomorrow who are taking classes between diaper changes and temper tantrums have come up with a solution: a sling-stroller hybrid that makes getting around a snap.

Together, a group of students from?MIT and the Rhode Island School of Design developed a?system that?is more sling than stroller. It looks similar to other infant carriers such as the Baby Bjorn and Ergobaby that parents wear on their chests, though with the ability to shift the precious package to one hip or the other while the free hand hoists the stroller for a jaunt up stairs or a across a busy street.

But, unlike other slings, the BuzzyBaby comes with a harness system that buckles onto the stroller to safely roll along the kiddo, giving the totee?s back and arms a rest until the next flight of stairs.

?The harness acts much like a universal remote control, providing one device to connect several,? notes The Boston Globe.?

The team came up with the idea after watching video tape of one of their members, Kin Lo, a fellow at the MIT?s Sloan School of Management, trying to navigate the stairs of a New York City subway with a stroller.?

According to market research performed by the?team, which included additional members from MIT and the Rhode Island School of Design, 77 percent of 400 mothers surveyed would find the system useful.

Apparently, this feedback is encouraging enough to turn the idea dreamed up in class into a business. The team plans to start selling their BuzzyBaby contraption in spring 2013.

Parker leads Spurs to 2-0 series lead

SAN ANTONIO (AP) ? Tony Parker and the San Antonio Spurs are making this look way too easy.

Parker had 34 points and eight assists, Manu Ginobili added 20 points and the Spurs stayed perfect in the playoffs with a 120-111 victory over the Oklahoma City Thunder in Game 2 of the Western Conference finals Tuesday night.

So far, the Spurs have turned a hotly anticipated matchup between the league's top two scoring teams into a lopsided mismatch more befitting of an early round.

Game 3 is Thursday night in Oklahoma City, and the Thunder can only hope that a change of venue throws San Antonio out of its groove. The Spurs put on an offensive clinic for three quarters on Tuesday night, shooting 60 percent and building a 22-point lead.

"We like to play like that," said Parker, who hit 16 of 21 shots. "That's the way we play."

The Spurs set an NBA record with their 20th consecutive victory bridging the regular season and the playoffs. They came in sharing the longest such streak with the 2000-01 Lakers, who won 19 straight before losing to Philadelphia in the first game of the finals.

Those Lakers went on to win the championship and Parker's performance is yet another reason to think the Spurs will do the same.

"It's great and it is a great run," said Tim Duncan, who had 11 points and 12 rebounds. "But we are only worried about the next two wins in this series. That is all that matters, at this point."

The Thunder made a late surge to get within six points, but Parker, Ginobili and Duncan helped San Antonio finish them off. Oklahoma City is 5-0 at home in the playoffs, but only 14 teams have come back from 2-0 deficits to win a series in NBA playoff history.

"First, we've got to worry about Game 3," Thunder guard Russell Westbrook said. "Regardless of what's going on with this last game or the next game, we've got to worry about Game 3 and come in with the same mindset and try to get a win."

Kevin Durant had 31 points, Westbrook had 27 points and eight assists and James Harden rebounded from a rough Game 1 to score 30 for the Thunder, who have lost two straight for the first time since early April. Oklahoma City dropped to 15-4 in games after losses this season.

"There are no moral victories for us," Durant said. "We were down. We dug ourselves a hole. We did what we normally do, which is fight all game, and we lost."

San Antonio picked up where it left off from the 39-point fourth quarter that turned Game 1 on Sunday. With sharp passes and hot shooting, the Spurs jumped to a 19-9 lead after the Thunder missed six of their first seven shots and had three turnovers in the first 4 minutes.

Durant was on the bench at the start of the second quarter, and Parker and the Spurs put together a 14-4 spurt to stretch the gap to 13 points. Westbrook hammered Parker's arm on a drive and he crumpled to the court. That didn't faze Parker, who scored the Spurs' next seven points to keep San Antonio rolling.

The Spurs shot 58 percent (22 of 38) and had 13 assists in the first half. They also cut down their turnovers, committing only six in the first half after giving away 14 in the first two quarters of Game 1.

"You never go out and say, 'We're going to start out fast,'" San Antonio coach Gregg Popovich said. "You don't know what is going to happen. You just want your team to be aggressive."

After the break, the Spurs resumed picking apart Oklahoma City's defense with precision passes, scoring on five straight possessions. The biggest cheer from the crowd came after Ginobili flipped a behind-the-back pass to Parker in the corner for another 3 and the lead ballooned to 78-58.

Late in the third quarter, the Thunder began intentionally fouling Tiago Splitter, a 32 percent free-throw shooter during the playoffs.

That backfired, too. Splitter went 5 for 10 over a 54-second span before Popovich replaced him with Duncan, and Oklahoma City trailed by the same margin ? 16 ? that it did when Brooks called for the "Hack-a-Splitter" strategy.

It may not have showed on the scoreboard, but the Spurs seemed to lose their edge after that.

"There's a reason why you do it, to kill the rhythm," Parker said. "I think it got us out of our rhythm."

Parker, Ginobili and Duncan were on the court together at the 8-minute mark, after the Thunder cut the deficit to eight. Ginobili's floater in the lane was only the Spurs' third field goal of the fourth quarter and put San Antonio up 99-89.

The Thunder had the deficit down to six with just over 5 minutes remaining. The Spurs missed 12 of 15 shots during one stretch, but Parker hit an off-balance, high-arcing jumper with 3:39 left for a 107-96 lead and San Antonio controlled the game from there.

Foxconn Is Taking Orders For The Apple TV [REPORT] - Business ...

Apple's long-awaited television set may finally be in the works.

Foxconn, Apple's Chinese manufacturing partner, is in the very early stages of producing the new TV, according to a report from China Business News via WantChinaTimes.

The publication reports hearing from its sources that Foxconn has received orders for an Apple TV and is currently in the "trial production stage."

China Business News did not provide any further details about the television or when it might be released.

Earlier this month, Foxconn denied that it was building a television for Apple after one local publication had reported that its CEO had confirmed the project.

However, the news that Foxconn may finally be working on the television matches up with the timeline laid out by noted Apple analyst Gene Munster, who recently predicted that the company would announce the television this December and begin shipping it in early 2013.

I've started working on an essay for a symposium on the future of legal education ... I decided to re-read a work I have cited in the past, Donald A. Sch?n's The Reflective Practitioner: How Professionals Think in Action.?

All professions, in?Sch?n's view, demonstrate this tension between rigor (of research in technical disciplines) and relevance (of the application of knowledge to practice). ... The role of legal academy scholarship in practice falls somewhere in between the role of research in laporscopic surgical practice and the role of research in barbering practice. I will leave others to speculate on precisely where it falls. But in terms of how much pure or applied university-based research we actually need, I have a feeling our profession is closer to barbers than surgeons. ...??

Nevertheless, demonizing law professors in modal schools (the vast majority of which take seriously their obligation to train lawyers for non-academic careers) is like demonizing bankers or CEOs. It scratches an atavistic urge to attribute misfortunate to the gods. ... I don't particularly care for the U.S. tort system and its effect on product and medical costs, but attributing the crisis of legal education to current law professors because they get paid well or write theoretical "law and ..." articles is like attributing defensive medicine to the plaintiffs' medical malpractice bar because of the standard one-third contingent fee. People naturally do what they get measured on and paid well for. ?And it's perfectly legal to boot.

In short, blaming law faculty for responding precisely to the incentives the system creates is understandable but unreflective in its own way. Rather, the current problem is institutional and structural, as Brian Tamanaha, the late Larry Ribstein, Bill Henderson, and others have observed. Because of regulatory and accreditation restraints, almost all schools are similarly modal, so almost every law school, even well down in the lower rankings, consists of faculty with the same career drivers and motivations.

If one's school can't support and doesn't need a Department of Jurisprudence alongside the history, sociology, economics, and philosophy departments, maybe it shouldn't have one. Going that route would take some real cojones, and no doubt create more human candidates for status as gods or demons.

British GENES (British Genealogy News and Events): IGI returns to ...

I must admit to being somewhat confused about the following development from FamilySearch (www.familysearch.org). The site's blog has announced that it has now added the IGI (the International Genealogical Index)?to its website!

Wasn't part of the spiel about the introduction of the new site that the old IGI was to be effectively killed off, to become an ex-parrot, to cease to be? I was under the impression that the whole point was to actually recategorise the IGI's holdings, by both splitting it into two new collections - Historic Records for extracted records and Family Trees for patron submitted records - and to add new digitised collections to its Historic Records collections. A lot of very irritated users were told that they would have to get used to the new system.

The previous IGI's holdings are now available via a new IGI Collections page, which can be located in the All Record Collections tab or directly via?www.familysearch.org/search/collection/igi. The page categorises the records as follows:

• Community Indexed IGI (Vital and church records from the early 1500s to 1885)
• Community Contributed IGI (Personal family information submitted to the LDS Church)

I am not a hundred per cent sure what the benefit of consulting records on the new IGI page would be compared to the equivalent hosted records on the Historic Records page. If I consult the Scotland, Births and Baptisms, 1564-1950 collection in the Historic Records database, this gives me extracted records from both the old IGI and the British Isles Vital Records Collection (a successor project), whereas the IGI page would only give me those from the IGI surely?

Many will of course be glad to see the IGI back, and now split into two categories. But is this really just an admission of failure in trying to inform people about the benefits of accessing the records through the new set-up, a simple means to stop cries of "I wish they'd bring back the IGI" or is there an actual benefit to this?

Genuinely a bit perplexed here!
